That screeching sound you heard Tuesday from AT&T headquarters in Dallas was the company hitting the brakes and reversing itself regarding a portion of its iPhone policy. AT&T announced that it would support VoIP applications on its 3G network for use with the ultra-popular Apple smartphone. Before Tuesday's announcement, AT&T would only support VoIP apps like Skype and Vonage on the iPhone if users were within range of a WiFi network. That was despite the fact that those apps could be used on other handsets connected to the company's 2G and 3G networks.

ATT was rethinking it VOIP support for SKYPE and Vonage before the Tuesday announcement. Case in point--contrary to your statement--
"Before Tuesday's announcement, AT&T would only support VoIP apps like Skype and Vonage on the iPhone if users were within range of a WiFi network."
I was able to make an international long distance calls (on ATT's 3G network) when Vonage was released for the Iphone--before Tuesday--without any problems. The question is--how long will it take for the Itunes folks to post the version of Skype that allows people to make calls over ATT's 3G.
